Newbie chat...but not for a spam there is a 60 second waitdown so for e.g(Wat happens without the countdown)

I will consider it, It seems like a good idea it will be like another Global chat. Can be turned on and off. Won't say who is admin who is not, But if global chats off and the newbie chat is spammed it will be turned of or the person will be warned or kicked.

Okay,BTW can u set my admin powers on forums please?
